Hongkong, 21st. December, 1905.

I have the honour to inform you that the

Principal Civil Medical Officer has recommended that an

Ordinance should be enacted to make compulsory the regis-

tration of dentists in this Colony. He points out that dur-

ing the past few years the Colony has been flooded with

dentists of all nationalities of whose competence there is

no guarantee whatever and that the public are entitled to

protection against incompetent and unqualified practition-

ers.

I enclose a copy of a Bill that has been

drafted to give effect to this recommendation and shall be

obliged if you would cause it to be referred to the General

Medical Council of the United Kingdom for any comments they

may desire to make and so that this Government may be in-

formed as to what foreign degrees, diplomas and certificates

are
